You are very vaque about what it causing it to be hard starting, If it has to turn over a long time and load with fuel, check you compresion, my 9N ran great a year ago, did not use much this year, got really hard starting, took off head. Pistons wer so loose in the cylinder, no wonder it did not run, new pistons and rings later, compression is bakc up to where it belongs, and runs and starts.
