One common problem is the spring that keeps the trap door close on the choke butterfly has broken and fallen off. Remove air tube and look in the back of the carb and see if trap door is open. Last hard starting 8N that came in my shop had this problem along with a voltage reducer that cut the voltage so low that the coil couldn't fire properly.
