Ford 850 PTO

I have been having a problem with my 850 since I bought it, I can not get the PTO to disengage, If I try to move the lever on the side it will not move, if I unbolt the PTO shaft and try it I can move the lever and it pushes the PTO shaft right out of the tractor. I found with the shaft out the lever moves smoothe and free, changed the PTO shaft and got the same results. I opened up the tractor today and I took the part out that slides up and down the shaft it will only slide onto the shaft part way and it feels like it jambs, I looked inside the splines look good so I tried it on a shaft from an 8N and it slide down beutifully. So my question is what do I look at next? Am I missing something?
