The transmission clutch is "wet". If the oil is thick it will not allow shifting the tractor, just stopping it and starting. If the oil is warm, or you use a thin oil like "tractor lube" in the transmission this will make it better, but when you first start the tractor and the oil is cold you may not be able to shift without using the engine clutch, a dry one. The transmission clutch will stand a good amount of abuse, slippage, some use it as a variable speed device when baleing etc. This isn't the best thing to do, but I have seen it done and no excessive wear seems to happen. Later 45s had 5 plates in the clutch instead of 3 I believe, or something like that anyway, the later ones got an upgrade.
