Scalpers, unethical?

Looking at the photo ads today. What is the deal with all these people selling tractors and then on the very next ad you see where they are selling the sheetmetal, weights, etc seperately or selling them seperately on the same ad. Nice angle but they dont ever have to worry about selling me equipment. I could see if I bought a tractor and it didn't have weights and I would need to buy some. But please - - - no semi-parted out tractors. "If you buy my stripper I'll be glad to sell you what you need to use it"
