Sent you a comment about the possibility of the push rod resting on the block rather than on the lifter itself. Looked at a "90" and it looks like if the side cover which has the oil fill tube in it were removed, a person might be able to see by even using a small mirror if the push rod is where it is supposed to be or if the lifter is actually stuck and unable to move. Might be worth checking.
