check to be sure the push rod is seated in the lifter and not on the block around the lifter. Have seen this happen more than once. Have seen bent pushrods and broken rockers because of this. When the piston reaches the top of it's stroke and hits the valve held partially open because of this it will sometimes bend the valve stem. You can remove the "stuck" pushrod and use a piece of stiff wire such as welding rod with the flux removed and put it on top of the lifter and crank the engine with the fuel shut off while pushing down on the wire to determine if the lifter is actually stuck or moving.
