I would recommend new flywheel bolts. New bolts have a patch of loctite on them to prevent them from backing out. At the very least, I would install the old bolts using Loctite. If you don't have the special tool to set up the clutch fingers, take the whole assembly (both flywheel and clutch) to a JD dealer and have them set them up. You can then install the stuff back onto your tractor and it will already be ajusted.
