it sounds like a lifter is stuck but are you sure the push rod is stuck it could be a guide has slid down and just holding the valve open. do you have the valve cover off? you might have a broken spring or the nut on the tapet came loose. if you don't have the cover off then this is where you have to start but you might have done this and if it is for sure that the push rod is stuck then it is a lifter thing
