Fair Price for a Wisconsin VE4 engine?

We were over to a friend of a friend of my dad's today getting rid of an old car (he wanted it for parts), and I happened to notice that he had an old Wisconsin VE4 engine sitting on the ground, which looked pretty much complete. I went and checked to see if it turned; unfortunately it didn't. I mentioned that I was interested in it if he wanted to sell it because I thought one of those would make a real nice garden tractor engine. Anyway, he said he might be willing to take $35 for it. What I want to know is, do you think this is a fair price for a stuck Wisconsin VE4? Sorry I don't have more information on it, but I only got the chance to look at it for a few minutes. Any advice would be appreciated. Thanks, Nathan
