Sleeves are used so the block is rebuildable many times. Non sleeve blocks are "throwaways" after a rebuild or two. I have seen engines that were designed for sleeves run without sleeves. I've also bored an engine that had been run without sleeves and installed oversize sleeves and went back to stock bore. You can run some engines without sleeves. If you don't ruin the bore too badly you could always add sleeves later to save the engine.
