Please define 'cold' so we know what we are dealing with. Below freezing, below zero, or 'cool' :) Look to a dirty filter or screen, or contamination (water) in the oil. If it works fine when it is warm/hot, the pump & all mechanical is in real good shape, look to some problem with the oil/ water/ dirt. Sign of a bad pump is when it doesn't work when it's warm/hot. --->Paul
