Can't answer your question except that if they were 'common' before the thirties, they would all have had steels all round!
When did pneumatics become 'common' in the States? I don't think there were many in the UK on rubbers before WWII. Some came over, beating the U-boat attempt at sinking everything, from the early war years, but probably a lot were converted, one way or another, when the rubber shortage eased after the war.
