J.D. throttle lever

I am restoring my late brother-in-laws J.D. 60, have got it to running after sitting up for several years but the throttle lever slips and does not move the linkage ,have lubricated it from the back side and tried tightening spring on the back and it still slips. most of my tractor experince has been on letter series I.H. ,any tips would be appreciated.
