Loader on ihc 574 diesel

Loader operates slow with the aux valve in up position. it works fast with the aux valve in down position,but will not tilt. it is on a ihc.574 diesel.I have put a new cross valve on the loader but still have the problem,have also changed the filter & fluid.if any one has information on this i would appreciate any advise as i have give up.
