The fan is spring loaded and needs to be pushed down and the two "Keepers" removed. It is similar to engine valve spring "keepers". Sometimes they are rusted and the shaft is worn and they need a little force to move them. I usually use a rubber mallet and an oversized socket. I have used c-clamps to hold the fan down to install the keepers. It works better if you have two people to put it together. One to hold pressure and one to install the keepers. Hope this helps!
