Is this a new SCAM ?????

I listed a tractor today in the photo ads, got a man wanting more pics of this tractor almost immediately, sent him the pics, he said the price was fine, so far, so good. Then he sends me this email, so are the scammers getting smarter ? Looks to me like they have wised up a little ? See below. Hi John, Thanks for getting back to me. I like the tractor and i am going to make payment asap. I am going to send you a cashier check or money order for the sum of $7000. I know this is more than the stated amount, but i will need you to use the balance to look for a shipper that will be ready to ship to Bolivia. I am doing this because of the strict law involve in shipping in my country. If this is ok with you, i will need you to send me your name, addresss and phone number asap. so that payment can be process as early as possible. Please get back to me soon Claude
