Tow truck: IH Diesel pump loses prime.

The tow truck I use for hauling my tractors and racecar is an International with a Series 60 Detroit. I am very pleased with the performance and economy of this motor. However when the truck sits for more than about 30 days, the fuel system loses its prime. It will start instantly, idle rough for about 5 seconds, and then die. At this time the fuel filter is drained empty. If I fill the filter reservoir from a can it will start right up again and run fine until it sits again. Any suggestions? TIA
