The international money order should work. I've sent them to Canada before with no problems. Perhaps he tried to cash it at the wrong place or with wrong person. He should try again.
I think American Express also offers an international money order, I get them here in Minnesota at the local grocery store. The other grocery store here has Travlers Express money orders but they are not "international."
