try putting turpentine in the cylinder and let it sit a day or 2 clean out the pan area with fuel oil or a light oil and refill with good oil and then try the starter with the plugs out it should free it if it is going to with out a tear down I've done this on a lot of engines and so far it has worked better then and thing else I have tryed and a lot faster
