Draft/position control adjustment-Kubota

Anyone have draft/position control adjusting experience? I have a newer 40 HP Kubota that I ordered a draft control kit for. Installation went fine. Adjusting is different because the translation to english is not good. To adjust position control it says to "adjust rod so relief valve does not work when set position control to highest level". It doesn't say if it should be running or not. Does this mean the 3 pt lift arms do not rise? If so, should they have weight on it? Should it even be running? I started my 80HP JD with draft control off and 500 lbs on and the 3 pt Pt lifts but seems weak. Anyone have experience with this?
