Farmall Fluid levels PT II

Concerning a 1946 Farmall B Culti-vision. Am I correct in assuming that the same fluid that lubricates the transmission also lubricates the PTO? I have a seal around the pully spindle leaking water when I put oil in the PTO filler plug. Not a good sign I'm reasonably certain. What is the trick to removing the cover plate that holds that seal? Can it simply be unbolted and removed over the spindle? Thank you all for your comments you are a life saver.
