I'm guity of doing what you are complaining about. I have made offers like that and made a deal. You never know how far someone will go till you ask them. I almost always make a lowball offer first and sometimes they take you up on it. I look at buying and selling as a game. The seller is trying to get the most for his product and the buyer is trying to pay as little as he can. Sometimes both win. Sometimes only one person wins. Sometimes nobody wins. I've been on all sides.
