A few years! since the you changed them. Definitely the first place to start. They are at least an annual change item whether you use the tractor or no. The filters are designed to react with water to block the flow when water conacts the filter media. Cans of fuel are especially bad because they always retain a tiny little bit of fuel which, when heated, expands and pushes out air, then when cooling at night air is drawn back in. As part of this moisture begins to condense.
