HELP with FARMALL H BAND BRAKES

I just bought new pair IH band brakes for my H.What I was wanting to know is when I do all the all the ajustments like the manual says I still have brake drag. I also tried to get the new bands as close to the roundness as the old ones . Any suggestions. THANKS
