Good compression, but burning oil (plug fouling on a gas engine) but valve stem seals/guides good. Blue smoke from one cylinder at nearly all times without load. Could be compression rings installed wrong way up or piston worn out. Could be poor injection has worn out one cylinder on a diesel. Unlikely to be a stuck oil ring if detergent oil has been used and regularly changed. How much to fix? No idea whether gas or diesel engine. Might need a new liner, over-bore, new piston. Who can tell until it is pulled down to check? Rest of rings may be near end of useful life? So what makes you think you have an oil ring stuck or broken? RAB
