Yep, Briggs & Stratton has been using camshafts with some kind of plastic cam lobes on them. I have not yet had such a new engine apart to see what they look like. All small engines sold in USA now (and for quite a few years) have to meet EPA emissions requirements. I've recently worked on a couple Tecumseh enignes that are about 5 years old and now they not only have a fixed high speed carb jet, but also a fixed idle mixture jet. You can not adjust anything on them. Any new small engine in the store has a EPA label on it.
