40 lbs does sound high for a smaller tractor. But those are bias ply tires the won't flex like the tires on your car. maybe 25 - 30 lbs. On the rear I cant tell you. somewhere around 15. I never use a gauge if they are fluid filled. It will ruin your gauge.
