Thanks everyone for the advice. I pieced things together and looked a bit more carefully and actually the new seal (in it's housing) is contacting smooth axle surface. The bearing on this side had once been replaced (it wasn't the original Timken bearing) so years ago there must have been some problem other than the seal grooving the axle, maybe scraping on some failed part or chunk of metal from the first bearing. It did seem like a messy groove for a felt seal (the original seal was felt) to wear. I'm pretty sure it'll be OK.
