As said check your spring tension. We had a customer who purchased an "economy" overhaul kit from somebody and did the work himself. It wouldn't start so he brought it in to us to troubleshoot (I worked at a New Holland {ex-ford}dealer). The new springs were so weak you could push the valves open with 1 finger and if you did it in operating position the keeper would fall out.
