Ford 2000 Gas Proof Meter

I purchased an old Ford 2000 gas tractor and slowly I am putting it back in top shape. The proof meter cable was missing when I bought my tractor, so I just installed a new cable. The meter seems to work fine, but the sound of the gears in the proof meter are loud. My question is this normal or should these gears be oiled and if so what type of oil or graphite.
