Your idea would work if you had a shallow water table, no rocks in the soil, and the soils were a relatively loose sand with little fines. A company called Deeprock of Alabama used to offer home well drilling equipment in Popular Science. This has a rack to handle driving and jetting pipe. It maybe could be adapted to mount on a tractor. I have never seen one, because up here in the stony, glacial soils of St. Lawrence County, NY, only a full-sized drill rig would work. You would have a hard time jetting clay without rotating the pipe with a wash bit or chopping bit on the end, altho the technique would work in sand. A easier thing might be to drive a well point at the end of a steel pipe. You might be able to adapt a tractor mounted fence post driver to do this, and then add a rack or something to help handle the pipe. You'd have to be really careful because this equipment is dangerous. You can do a well point anywhere the water table is relatively shallow except in hardpan, glacial till, or rocky soils. Just my $0.02, but I worked for a geotechnical drilling company for many years and also have friends in the water well business.
