Case 730 3-pt. hitch problems

I have a 1967 Case 730 gas tractor. Very happy with it but it has one problem. The 3 point hitch is very, very slow to react when the lever is pulled back. It goes down fine and has plenty of lift power when it does go up. It takes one to three minutes for the arms to go up. I changed hydraulic/transmission oil and filter but made no difference. The hydraulic hoses work excellent, very fast and powerful, don't think it's the pump. Anyone ever have this problem that might know the fix?
