Jim, I had this same problem about a month ago when I rebuilt my brake. I pulled the wheel and brake drum off, checked that everything worked and moved freely. I added a small amount of grease to some points that may have been draging. I also added the third brake spring just like on the left side. Then I put if back together and checked the adjustment as I was told that being adjusted too tight can cause this. The problem went away and I'm not sure if it was the extra spring, the lube or which part of this actually fixed it. This seems to be a pretty common problem and if you go to the N Board archives you will see many comments and experiences with this. Good luck and have fun!
