down hill hydrolics

I have a hydro 70 that looses its hydrolic when going down hill both pumps checked out ok changed fluild and filter removed the pto and checked the pickup tube it was tight . it work ok when i run it a couple gallons over full ..anyone got any ideals . i still need to check the oring between the rear end houseings ' i realy am dreading this part
