Your rims wouldn't be rusting if you had kept good tubes in those tires. Cal. can't rust metal it doesn't touch!!
I'd get those tubes out, wash the rims repair them, and fill the NEW TUBES with the liguid of your choise. I have cal in mine, and NO RUST!
