Massey Ferguson 202 problems??????

I just inherited a project tractor from my father in law and it has some problems but seams to be a great tractor but needs some love. First I will tell you what it is doing and hopefully you guys can point me in the right direction. The 3pt. hitch will lift slow under a load and will not lift if the clutch is in. I know that it doesnt have the live pto right now. Is it possible to put live pto on it. It has a leaver to change it from ground speed to ind. on the side. Anyways the power steering works ok when the engine is reved but not hardley at all when the throttle is down. The pto seems to turn the same speed as the motor. I hooked up to the tedder with it and to make the tedder turn the right speed I had to have the tractor idleing. Any thoughts on where to start?? Also how many of these were made??? Are they very sought after???
