The Main jet mixture might not be rich enough, the carb might have gummed up some over the winter, float level might not be set right. I would probably try opening up the main jet some to see if that helps, just remember how far you adjust it so you can put it back if you need to. You might want to post this on the garden tractor forum lower down on this page. More small engine guys hang out there.
