In my opinion, the overall condition of the tires would be more important than the amount of tread. Unless somebody has been hauling up and down the paved road pretty regularly with them, or doing heavy tillage full time, the tread will outlast the casing. I obviously don't know what you are planning to do with the tractor, but if it's not a full time working tractor you can get away with a lot less tread than you think. Look for visible damage and weather-checking/dry rot between the bars, and on the sidewalls, then flex the sidewalls and look for cracks. Some times a really good looking tire has set in one place for ten years and cracked only where the tractor weight flexed it against the ground. Another thing that really tears them up is running under-inflated, that will show as cracks at the edge of the tread sort of outlining the end of the bars.
