Two suggestions I have used are dish washing soap
use half gal water and 4to 5ozs soap leave out valve core then inflate to start bead. Second is to wipe bead with gasoline ,its real slick while wet then dries pretty fast. Make sure you check tire bead for cracks or tears if any are found it maybe time for a tube. And becareful they can and will hurt you....
