TRACTOR HAULING

This subject may have been addressed in the past but I am ignorant as to the law. I pull an 18' utility trailer with my MF 231S to Virginia from NC but there are no highway scales to pass. If I were to enter a zone where there are scales am I required to stop? If so what would I need to show or present to pass? Thanks for your advice. Allen
