You were not real clear what you mean by turning and not catching. If you mean your PTO shaft is smaller than the implement you are trying to run, there is a solution. There is an adapter that when placed on the smaller PTO shafts will increase the diameter to match the larger drive shafts. I can tell you for my Allis Chalmers B it has a small shaft and my adapter lets me run the larger drive shaft implements. Keep in mind the horsepower requirements of the implement and the lack of power in some of the smaller shafted tractors. You won't want to put too much stress on the tractor by running more than it was designed or capable of. Just my 2c and keep the change.
