Make sure you have all the air out of the filter. I have in the past thought I had the air out of the filter and after cranking and not getting fuel to come out of the lines where they fasten to the injectors, reblead the filter and found lots of air bubbles comming out. After I remove and replace an injector pump I leave the lines loose at the injectors and crank untill I get fuel squirting out and then tighten. Most of the time one will clear first and I tighten that one and crank some more and then tighten the next on that clears all air. Two weeks ago I put new shaft seals on a ford 961 with the roosa master injector pump. The battery was dead and I had my son chain pull me about 100 yards. tightened all four lines and he pulled me about two feet and she was running. Didn't even sputter or slow RPM's down as usual when a little air clears thru.
