Leaking lower seal in trans.

I have a 1944 Farmall H that leaks oil out of the lower seal in the transmission, the one that drives the hydraulic pump. I have the tractor in 1/3rds to make for easy access. I can't seem to get the cover that goes around the short shaft that is sticking out of the trans. Removed the three bolts that hold it on but it will not slide off the end of the shaft. Is there a keeper or something holding it in? HELP Thanks Dennis
