Will not run under load - Farmall Super C

I have a farmall super c tractor; When I hook my disc behind it and run at full throttle, it will not run well at all. Sounds like it isn't getting gas; However it will run at 1/2 throttle; I have cleaned gas tank, installed new bowl, new gas lines, overhauled carb, new plugs and wires; changed from magneto to distributor; Nothing has worked; I'm at the end of my rope; Please help.
