Hey Twopop, A ballast resistor and a voltage reducer do the same thing. The amount of voltage they drop depends on how much current runs through them. Those "voltage reducer" things are most often missing the little instruction sheet that is supposed to be in the box with them. People always think the "voltage reducer" thing magically produces 6 volts output from 12 volt input. Not so. You only get 6 volts out when the exact size load is connected to them. The instruction sheet has has the specifications and tells you how many you need to connect in parallel (or series) to produce the desired voltage drop for a given load current. Got that? If you know Ohm's law about electricity then it's a piece of cake to figure it out. Have fun with your electrons.
