Mark, it could also be a carburetor problem or adjustment. If for some reason the engine is not getting enough fuel to maintain the present throttle setting (dirt in a jet/needle valve, a low float level or improper needle valve setting) then it will die down below the assigned RPM. When that happens the governor will open the throttle attempting to mainiain that RPM. When the surge of fuel gets into the engine it will reach the assigned RPM momentarily and then the cycle will start all over, thus the surging.
