I used to see a lot of them on Farmalls as a kid. It appears that they took a car tire and cut one sidewall out and filled it with concrete. I think that you could attach a piece of plywood on the back of the tire and put a couple of bolts thru that are in the correct position (for the tractor wheel) with a nut on each side of the plywood. You could even put the bolts thru a piece of angle iron long enough to contact the tire bead as a clamp to seal the plywood to the tire. It would also give strength to the concrete later. Pour the concrete, level it and finish it off nice, then after it sets take off the outside nuts and remove the plywood. Put it on the tractor and use the same nut to attach it to the wheel.
