Ford 5000 injection pump

Our Ford 5000 diesel sputters when not working hard. When pulling a load up a hill it runs like it should. I am suspecting the advance mechanism in the pump (CAV). Could I do something myself to this pump or must it be sent to a diesel shop. Somebody told my father it needs new seals, I am doubtful, any input?
