First, lower the tire pressure like others have said. Second, are you SURE the new tires were filled properly and to the same amount/level and type of liquid/solution as the old tractor; maybe there was a screw up here and they weren't filled as much. If all this checks out then you might want to see if wheel weights are available for the rear.
